Catering is the preparation of meals, including processing, marketing and consumption of food products at the place of provision of the catering service. The provision of catering services in the administrative territory of the city of Liepaja is permitted in a public place: - without attachment to a permanent place for the provision of catering services (in the park area where the auction of rental rights is held, during the event); - with connection to a permanent place for the provision of catering services (throughout the administrative territory of the city of Liepaja); - During the event. • Service receipt process Description 1. the requirements set out in point; 2) in the case of an open terrace co-ordinate with the building authority the terrace project of the place of provision of catering services; 3) in the case of an open terrace, if a submission for the receipt of a permit for the provision of mass catering services at the same place is repeatedly submitted, if the terrace project has not changed, a certification regarding conformity with the previously co-ordinated project and an up-to-date visual solution and photofixation of the terrace; 4) a document certifying ownership rights or rights of use regarding the permanent and planned place of provision of mass catering services; 5) a co-ordination with the owner or legal possessor (private individual) of the immovable property or the possessor of the immovable property owned by the State regarding the intended trade, if the participant in the trade is not the owner or legal possessor of the immovable property (except in a registered street trading place not installed by the local government); 6) co-ordination with the owner of the permanent place of sale or provision of services or his or her representative, if the trade is intended in a place which, during the performance of the trade, obscures the shop window or advertising stand of the permanent place of sale or provision of services; 7) happen in umi when a place for the provision of mass catering services, which is attached in a public place to a permanent place for the provision of mass catering services, is planned in the territory of an apartment house, a permit (a joint decision) of the owners of an apartment house or a contract regarding the use of the co-ownership territory for the provision of mass catering services shall be submitted; 8) during the event in addition to the documents referred to in Clauses 5 and 6 (if the following co-ordination has not been received previously in the local government): (a) coordination with the organiser of the event regarding the provision of catering services at the place and time of the event; (b) the layout scheme of the place of supply of catering services. Service requests For the receipt of a street marketing permit for the provision of mass catering services in public places, a person in the local government of Liepaja State capital shall submit a submission, appending the following documents: 1) photofixation or sketch of the place of provision of mass catering services co-ordinated with the building authority, layout in the situation plan or land parcel boundary plan, area and dimensions of the territory occupied, visual design solution of the object, if the place of sale does not conform to the binding Regulation No. 31 of the City Council of Liepaja State City of 19 September 2024, regarding the procedures by which the sale of streets, provision of mass catering services and a fee for the sale of streets in public places in the State capital of Liepaja is co-ordinated 49. Documents may be submitted 1) face-to-face, by post, by e-mail (forms: https:\/\/www.liepaja.lv\/ielu-tirdznieciba\/), 2) in the e-services portal - https:\/\/epakalpojumi.liepaja. LV\/, 3) using an e-address (documents submitted electronically by a person shall be prepared in accordance with the laws and regulations regarding drawing up of electronic documents and certified with a secure electronic signature and time stamp (the electronic signature should preferably be affixed on each document to be submitted separately). 2. Service payment The amount of the fee for the types of trade is specified in the binding Regulation No. 31 of the City Council of Liepaja State City of 19 September 2024 on the procedures for Harmonisation of the sale of streets, provision of mass catering services and a fee for the sale of streets in public places in the State capital of Liepaja (see Section “legal Framework”). The fee shall be credited to the account of the Central Administration of Liepaja. Important! The fee shall be paid in full prior to receipt of the relevant street marketing permit for the provision of catering services. The sales tax for the provision of catering services is calculated on the basis of the area to be occupied (m2). During the measure, the sales tax is calculated on the basis of the number of outlets. 3. Receipt of services The permit may be received according to the type requested in the application: -, - mail - e-address, - E-mail to a secure e-signature.

An administrative act or actual action issued by an official appointed by the executive director of a local government may be contested in accordance with the procedures laid down in the Administrative Procedure Law to the executive director of the local government. A decision taken by the executive director of a local government regarding the contested act or actual action may be appealed to the Administrative District Court in accordance with the procedures laid down in laws and regulations.
