For advertising objects without land attachment, to obtain permission for placing the advertisement without land attachment, the following must be submitted to the Cēsis District Construction board:
Completed application form;
Design of the proposed advertisement/advertising object - colored sketch/photo montage indicating size and scale;
Written confirmation from the advertiser that written consent has been obtained from the building, landowner, manager, or authorized person for placing the advertisement/advertising object if it is to be placed on property owned by others;
If the advertisement is intended to be placed permanently on property belonging to another person, a lease or rental agreement must also be submitted. Permission to place the advertisement is granted either until the end of the lease agreement or for two years, depending on which occurs first.
For advertising objects with land attachment, the following must be submitted to obtain permission to place the advertisement with land attachment:
Completed application form;
Colored visual sketch of the advertisement to be placed on the object, photo montage, description of finishing materials, and color solution (in two copies if submitted in paper format in person or by mail);
Site plan of the designated land unit, showing the location of the object, or a general plan;
Certified topography and precise drawing of the territory by a specialist;
Connection project and coordination with the relevant utility holder if it is necessary to connect the object to power grids or other engineering communications, as well as with other utility holders and third parties whose property rights are affected;
Written consent from the landowner, manager, or authorized person for placing the advertising object if it is to be placed on property owned by others;
Coordination with the State Roads, if the advertising object is placed along a road;
Coordination with the Cultural Heritage Administration if the advertising object is intended to be placed on or near a cultural monument or its protected zone;
If the object is intended to be placed in the Gauja National Park territory or another protected natural area, coordination with the State Environmental Service and/or the Nature Conservation Agency is necessary.
Service Provision:
The Construction board reviews the application for placing advertisements or billboards and issues either a permit or rejection.
