1. Information In order to receive a permit to open a casino, gambling hall, bingo hall, betting or betting betting place and to organise the relevant gambling games in the specific premises in the administrative territory of Ventspils State City local government, the gambling operator must submit an application addressed to the Ventspils State City local government for the receipt of the consent permit of the local government. 2. Application for authorisation In order to be authorised to open a casino, gaming hall, bingo hall, betting or wagering place and to organise the relevant gambling activities in the specific premises, a merchant in person, by post, or by e-mail with a secure e-signature, the following documents shall be submitted to the Ventspils State City local government: 1.1. a written application for the receipt of a permit (addressed in free form to the Ventspils State City local government); 1.2. a certified copy of the licence for the organisation of gambling; 1.3. documents (copies thereof) certifying the ownership rights to the heifers in which it is planned to open casinos, games hall, bingo hall, betting or betting betting place, and a written confirmation of the consent of the owner of premises to open casinos, gambling halls, bingo halls, betting or betting place in such premises or documents (copies thereof) proving the right of the submitter to use premises or confirming the possibility to acquire the right to use premises, in which the casino, gaming hall, bingo hall, betting or betting venue is to be opened, together with documents certifying the ownership of the premises (copies thereof). If the person who has signed a document certifying the possibility to acquire the right to use the premises is not the owner of the premises, a written confirmation of the consent of the owner of the premises to open a casino, gaming hall, bingo hall, sweepstake or betting-taking place in such premises shall be submitted additionally. 3. Getting permission The decision of the Ventspils State City Council to issue a permit for opening casinos, gambling arcades, bingo arcades, betting pools or betting betting points and the organisation of relevant gambling in the specific premises may be issued to the gambling operator on request in person, by post. No fee shall be charged for the authorisation.

The decision of Ventspils State City Council may be appealed to the Administrative District Court in accordance with the procedures laid down in the Administrative Procedure Law.
