1. Requesting the service To start the registration process for a point of sale for tractor equipment, its trailers and numbered aggregates, the merchant must submit an electronically signed application for registration of a point of sale (https://www.vtua.gov.lv/lv/traktortehnikas-tirdzniecibas-veidlapas) and send it to the VTUA e-address (https://www.vtua.gov.lv/lv/iestades-kontakti) or to any nearest VTUA customer service point (click on the desired city - https://www.vtua.gov.lv/lv/iestades-kontakti). Together with the application, the merchant must submit: • a plan of the point of sale (land boundary plan, building inventory file plan, etc.). The plan of the point of sale must indicate and objectively understand the location of the point of sale, as well as the layout of the premises and territory (a copy must be submitted, presenting the original document); • confirmation of the rights to use or ownership of the trading place (e.g., lease agreement, land registry certificate, etc.). Information about the merchant's rights to use or ownership of the trading place can also be indicated and confirmed in the application for registration of the trading place. 2. Receipt of the service If the submitted trade registration documents comply with the requirements and after payment, the VTUA registers the technical data of the owner, tractor equipment or its trailer in the state information system "Information system for tractor equipment and its drivers" (the register is not publicly available). In turn, the merchant or its authorized person is issued with commercial license plates and certificates. In the event of a negative decision, a written decision is issued on the reasons for the refusal to register the trading place for tractor equipment, its trailer and numbered units.

The decision of an official of the State Technical Control Agency of Latvia VTUA may be contested to the Director of THE VTUA within one month from the day of coming into force thereof. If the initial decision in the administrative case has been taken by the Director of the VTUA, the decision may be contested in the Ministry of Agriculture within one month from the day of coming into force.
