1. Service requests The service may be requested in person, electronically or by post. - requesting a service in person is ensured during Pada work, leaving documents in Dzirnavu Street 140, in Riga at the central entrance in the locked cabinet. A set of documents up to 50 pages may be submitted at any time of the day. When requesting a face-to-face service, the customer can also turn to the Riga neighborhood residents Centre. - upon requesting the service electronically, the client shall send a submission prepared in accordance with the laws and regulations regarding drawing up of electronic documents, certified with a secure electronic signature, time stamp and other necessary documents. - When requesting a service by post, the customer sends a completed submission and other necessary documents to Pada to the postal address Dzirnavu Street 140, Riga, LV-1050. Service requests documents required: 1. Application for placement of advertiser\/advertiser\/appliance (form No DA_118). 2. A document certifying the right of use of the property, if the submission is not submitted by the owner of the property. 3. Photo fixation of the expected deployment location. 4. Graphic documents with visual solution of the object. 5. A layout plan on an appropriate visually perceptible scale (M 1:250; M 1:500; M 1:1000), indicating: the location of the intended object on the parcel and its external dimensions; attaching the structure situation plan to the supply of engineering communications to the building; pedestrian and transport flows. 6. Coordination with third parties whose interests are affected. 7. Technical documentation developed by a certified manufacturer in Latvian. 8. Co-ordination of the national Heritage Administration, if the object is placed in the territory of the historic Centre of Riga and its protection zone or in the territory or protection zone of another State protected cultural monument. Pada shall examine the advertising and installation placement project and take a decision to issue an advertising placement permit and co-ordinate the placement of the equipment or to refuse to issue an advertising placement permit and co-ordinate the placement of the equipment. 2. Receipt of services A harmonised advertisement\/advertisement object project, permission and payment notice regarding the advertisement fee may be obtained: - electronically to the client's e-address (if they do not exist, then to the e-mail indicated in the application). Documents will be prepared in accordance with the laws and regulations regarding drawing up of electronic documents, certified with a secure electronic signature and time stamp. - face-to Pada Dzirnavu Street 140, Riga, Tuesdays at noon 9.00-11.00, 14.00-16.00 on Thursdays. In accordance with Section 70, paragraphs one and two, Section 76, paragraphs one and two, Section 77, Section 79, Paragraph one of the Administrative Procedure Law and Section 20 of Regulation No. 86 of Riga City Council of 07.07.2021, by-laws of the City Development Department of Riga State City local Government, an administrative act may be contested with the Deputy Director of the Pada in administrative matters within one month from the day when the administrative act comes into force by submitting an application to the Pada.
