Service requests
In order to register\/recognise an establishment, the following must be submitted:
• application for registration or recognition of an undertaking;
• a copy of the document confirming the right of the undertaking to operate in the relevant immovable property, if the ownership or usage rights are not corroborated in the Land Register, as well as a plan for the territory and premises where the undertaking will operate.
Upon commencing temporary provision of a service in the food circulation within the meaning of the Law on free provision of services in the territory of the Republic of Latvia, not later than one working day prior to commencement of the temporary service, the following shall be submitted:
• electronically scanned notification.
An application and documents may be submitted:
• an electronically signed application may be submitted by e-mail to the pasts@pvd.gov.lv;
• via the e-address of the institution;
• by mailing or visiting an institution in person.
Registration of a company in a PVD is free of charge. Payment shall be made if the company wishes to receive a printed certificate.
Registration
The Service shall register the food undertaking within five working days, assign a registration number thereto and notify the food undertaking thereof. If the food undertaking wishes, the Service shall issue a registration certificate.
Recognition
The FVO shall examine the application and agree to initiate the recognition process. The FVO shall inspect the undertaking and draw up a report on the basis of which the decision is drawn up. The decision to grant a temporary recognition number or the reason for refusal of recognition shall be notified to the merchant. Within three months of the decision to grant the provisional recognition number, the FVO shall re-inspect the undertaking. A recognition certificate shall be drawn up by the FVO and the data shall be entered in the registers.
Pre-registration check
The inspection is carried out in food processing establishments, including cooking, which do not need to be recognised. The pre-registration inspection shall evaluate whether the undertaking will be able to comply with the requirements specified in regulatory enactments in the field of food circulation.
If an undertaking requires a pre-registration check, the FVO shall examine the submitted documents within five working days and agree with the food undertaking on the date and time of the pre-registration check.
The pre-registration procedure shall be initiated within 20 days of receipt of the documents.
The registration process can take one month.

Notification regarding the provision of temporary Service in the Food Chain in the territory of the Republic of Latvia
The PMI shall, within one working day of receipt of the notification:
• verify the veracity of the information provided by the service provider,
• assess the conformity thereof with the requirements referred to in these Regulations and the Law on free provision of Service,
• implement the necessary administrative cooperation with the competent authorities of other Member States through the Internal market information (Ima) system.
If the Service determines that the service indicated in the notification conforms to the requirements referred to in these Regulations and the Law on free provision of Service, it shall register the service provider in the Register of Service supervision objects.
If the Service determines that the service indicated in the notification could cause serious harm to human health, safety or the environment, it shall not register the service provider in the register of supervisory objects of the Service and shall inform the market surveillance authority of another Member State, in which the service provider is registered as a performer of economic activity or provides a service, and the European Commission, using the exchange of warning information of the Internal market information (Ima) system.
If a service provider wishes to re-commence the provision of a temporary service, it shall submit to the Service a notification for the provision of a temporary service, which shall include only information which has changed after the submission of the previous notification.
During the temporary provision of the service, the service provider shall inform the Service regarding changes to the information indicated in the notification.
The Service may prohibit the provision of a temporary service in the food circulation in the territory of the Republic of Latvia, if its decision is justified by the non-conformity of the service provider with the regulatory enactments regulating the food circulation or with the protection of the public interest specified in the Law on free provision of services.
