The following information shall be submitted for requesting a service:
1) the given name, surname and personal identity number (if the natural person has not registered economic activity) or taxpayer registration code (if the natural person has registered economic activity) of the merchant participant, natural person, or the name (firm name) and taxpayer registration code of the legal person;
2) contact information of the merchant participant (telephone number (will be used for clarification of unclear questions regarding the documents indicated or submitted in the submission), e-mail address (will be used for sending the reply to the submission in case there is no official electronic address, or for sending fine-tuning information));
3) the name of the event during which trade is intended and the name of the organiser of the event;
4) the name or address, time and duration of the place of sale of streets;
5) a list of the groups of goods intended for trade;
6) number of outlets
The following documents shall be appended to the application:
1) certification of a trade participant regarding electronic devices or equipment technical passports registered with the State Revenue Service for registration of taxes and other payments or on the day of State Revenue the existence of receipts registered in the estath;
2) co-ordination with the owner or legal possessor of the immovable property – a private individual – or the possessor of the immovable property owned by the State (except in cases if trade is planned offshore or in public waters) regarding the intended trade, if trade is to be performed in the abovementioned immovable property;
3) co-ordination with the organiser of the event regarding trade at the time and place of the event;
4) a colourful photofixation of the street point of sale in the format (A4, without equipment of the street point of sale);
5) an up-to-date sketch, photofixation or visualisation of the equipment of the street point of sale in the environmental context (A4 format);
6) a holding of a street trading venue in conformity with the scale (with dimensions, attractions, indicating the free width of the pavement or carriageway) in the current engineering network situation plan or land parcel boundary plan;
the layout of the equipment of the street point of sale in a diagram in which the size shall be reflected in (A4 format) the dimensions of the street point of sale, attractions to adjacent urban and improvement objects, indicating the free width of the pavement and carriageway;
7) certification that special equipment will be operated according to the manufacturer requirements a and subject to fire safety regulations, where the sale of hot snacks or non-alcoholic beverages is intended in a pourable form from special installations. 1. Information
Receipt of a permit for the sale of goods in public places arranged by the local government or co-ordinated with the local government, including trade from the mobile retail point which takes place during the event. (Public place - any place outside a building and permanent point of sale which, irrespective of the form of property thereof, is accessible to consumers; a permanent place of sale - a place of sale arranged for permanent and systematic trade, which is registered in accordance with the procedures laid down in laws and regulations governing taxes and duties).
2. Service requests
The service shall be requested electronically, using an e-service https:\/\/www.eriga.lv. (using e-service: https:\/\/www.eriga.lv\/Default.aspx) or in person, presenting originals of documents, at the Riga neighborhood residents Centre, where the Customer Service Department specialist will scan documents and electronically attach them to the submission.
3. A service charge
The service is free. In accordance with the provisions of the binding Regulation No 109 of the Riga City Council of 18 January 2011 on the local government fee for trade in public places in Riga, the local government fee for trade in public places has to be paid.
4. Receipt of services
An electronically signed permit shall be sent to the e-mail address or e-address indicated in the client application, if the client has one. If documents are submitted in person at the Riga neighborhood residents Centre, the customer may indicate in which location of the Riga neighborhood residents Centre he or she wishes to receive an answer.
Participant in trade - within the meaning of these Regulations a legal or natural person who has registered economic activity and sells goods and a natural person who sells the goods referred to in Paragraph 7 of Cabinet Regulation No. 440 of 12.10.2020, Regulations regarding types of Trade to be Co-ordinated with local Government and procedures for Organisation of Trade.
The service shall be provided in accordance with the procedures laid down in the Administrative Procedure Law.
If the service provider has at his or her disposal all the necessary information and documents in order to take a decision regarding the provision of the requested service, a decision regarding the provision of the service shall be taken within 5 working days
