Requesting a service To receive a permit for temporary street trading or provision of public catering services during and at the place of cultural, sports, religious celebrations or other events, the trading participant must submit an application and the necessary documents to the municipality: 1. description of the group of goods to be sold 2. confirmation of the individual, if he/she does not carry out economic activities; 3. confirmation of the existence of a technical passport of an electronic device or equipment for registering taxes and other payments registered with the State Revenue Service or receipts registered with the State Revenue Service; 4. coordination with the owner of real estate (except for the municipality) or legal possessor – a private person – or the possessor of state-owned real estate regarding the trade, if the trade will be carried out on real estate that is not owned or possessed by the Tukums region municipality; 5. if the sale is intended to be in a public place that is not a local government-equipped sales point, information on the location of the sales point with specified dimensions and a visual solution must be attached; 6. if the sale is intended to be from a mobile retail outlet (car dealership), the route and time of movement must be indicated; 7. coordination with the event organizer on conducting sales during and at the event, if the event's sales organizer is not the Tukums municipality; 8. the sales organizer submits a list of sales participants (indicating the name, surname, personal identification number, address, contact telephone number, e-mail address of the natural person or the name of the legal entity, taxpayer registration number, address, contact telephone number, e-mail address); 9. the area, dimensions and location of the territory required for the sales point; 10. a local government permit for the production of wine and other fermented beverages (for home producers who plan to sell homemade alcoholic beverages) or license No. The public catering service provider shall additionally submit the following information or documentation: 1. a project coordinated by the building authority, which indicates information about the equipment, furniture used in the equipment of the place, compliance with sanitary and hygienic norms, ensuring public peace and order; 2. information about the use of sound-amplifying equipment or musical instruments in the street trading place; 3. coordination with the owners of the building or building fence or legal users who are directly affected by the street trading place; 4. confirmation that the public catering service provider will ensure the provision of the service in a public place. The application can be submitted in person at one of the Tukums region customer service centers or parish offices or by sending it to the municipality's official e-mail address pasts@tukums.lv or e-mail address (documents submitted electronically must be signed with a secure electronic signature). Receiving the service A permit for temporary street trading, organizing street trading and providing public catering services during an event is issued by the executive director of the municipality or the deputy executive director of the municipality, or the head of the administration, if street trading is planned in the administrative territory of the relevant administration, to the specified e-mail, e-mail address or in person. Payment of the service The trading participant can pay the fee in cash at the municipal cash desk or at the parish service centers or in the form of a non-cash payment upon receipt of the invoice at the municipality or the relevant parish administration. The fee must be paid before receiving the street trading permit. The fee is not refunded if the trading participant has not used the street trading permit issued to him. The amount of the fee can be found in the binding regulations of the Tukums Municipality Council No. 16 "On the procedure for coordinating and organizing street trading and the provision of services in public places in the Tukums Municipality". Exemptions There are certain groups of persons who are entitled to discounts. More information about these categories of persons can be found in the Binding Regulations No. 16 of the Tukums County Council “On the Procedure for Coordinating and Organizing Street Trading and the Provision of Services in Public Places in the Tukums County”. If a trading participant falls into the specified group of persons, he or she is entitled to an exemption from the street trading fee. This exemption does not apply to trading during events, organizing trading and trading from a mobile retail outlet.

The administrative violation process for violation of regulations until the administrative case is examined is carried out by the Tukums Municipality Police. Administrative violation cases for violation of regulations are examined by the Administrative Commission of the Tukums Municipality Council. The decision of the Administrative Commission may be appealed to the district (city) court.
