1. Application submission
In order to receive a permit for the establishment and operation of a second or third category shooting range, a natural or legal person shall submit a submission to the municipality of Ventspils State, in which the following information shall be indicated:
1. for the legal person:
1.1. the name and uniform registration number of the legal person;
1.2. contact information - legal address, telephone number, e-mail address;
2. for a natural person:
2.1. the given name, surname and personal identity number (or date of birth, if the personal identity number has not been allocated);
2.2. contact information - address, telephone number, e-mail address;
3. the address at which the shooting range is intended;
4. information on the desired category of shooting;
5. information regarding the conformity of the shooting gallery with the requirements referred to in Chapter II of Cabinet Regulation No. 494 of 28 July 2020, Regulations for the Establishment and Activities of Specifications, as well as the Procedures and Safety of Training and Shooting Sport Competitions;
6. information on the demarcation of the open shooting range, the placement of warning signs and other similar measures to prevent people, animals and vehicles from entering the danger zone;
7. information regarding the time of use of the shooting range (working time);
8. method of obtaining a licence, in paper form or in the form of an electronic document.
It is necessary to attach the following documents to the submission:
1. the plans of the open or semi-closed shooting range on a visually visible scale (M 1:50 0; M 1:10 00) marking all the boundaries of the danger zone of the open or semi-closed shooting range;
2. a closed shooting range plan on a visually visible scale (M 1:50 or 1:10 0) marking the spaces used for closed shooting purposes;
3. the by-law of the shooting range. The by-law shall specify:
3.1. working time;
3.2. the procedures for registration and briefing of visitors;
3.3. the safety regulations considered in the shooting range;
3.4. procedures for the provision of first aid;
3.5. the duties of shooting officers;
4. other documents deemed necessary by the natural or legal person.
The submission shall be submitted in paper form or in the form of an electronic document in conformity with the regulatory enactments regarding the presentation of electronic documents.
2. Examination of application
The Economic and Procurement Department of Ventspils State Municipal Institution, following receipt of the submission:
1. Within a period of three working days:
1.1. to the building board - an opinion regarding the conformity of a shooting station (shooting rig) with the requirements of regulatory enactments in the field of construction, as well as the requirements specified in Chapter II of Cabinet Regulation No 494 of 28 July 2020, Regulations for the Establishment and Activities of Specifications, as well as Regulations for the Development and Safety of Training Shooting and Shooting Sports;
1.2. The territorial unit of the State Fire-fighting and Rescue Service - an opinion regarding the conformity of the shooting range (shooting stand) with the fire safety regulations;
2. examine the application and the documents attached thereto.
Within five working days after receipt of the referred to opinions, the Executive Director of Ventspils State-city shall take a decision regarding the issuance of a permit for the establishment and operation of a second or third category shooting house or regarding the refusal to issue a permit.
3. Receipt of services
The municipality of Ventspils State shall issue a permit for the establishment and operation of a shooting gallery (shooting stand) for an indefinite period of time. The authorisation shall specify the name of the legal person, the single registration number (for a natural person - given name, surname, personal identity number or date of birth, if the personal identity number has not been assigned), the address and category of the shooting range (shooting stand), the date and number of the issuance of the permit.
In the submission, the merchant shall specify the desired type of receipt of the permit:
