1. Service requests
For the examination of an application regarding the right to practise in the Republic of Latvia with the name of the profession of the country of residence, the following shall be
- an application in the official language (the name of the occupation of the home country, the professional organisation of which the lawyer is a member in the country of residence or the judicial authority in which he is entitled to practise in accordance with the laws of the home State);
- a certificate/certificate issued by the competent authority of the home State regarding the registration of a lawyer in the home country with the right to use the professional name of the lawyer (copy). Such certificate/certificate shall be valid for registration in Latvia for 3 months from the date of issue;
- a statement regarding the place of practice in the Republic of Latvia, which is determined by A decision regarding the registration of a lawyer as the place of his or her professional activity in the Republic of Latvia, including by indicating, in cooperation with which the Latvian lawyer will be ensured the fulfilment of the requirements of Section 124 of the Law on the Bar of the Republic of Latvia - participation in court meetings in criminal matters;
- a copy of the passport or ID card.
For the examination of an application regarding the recognition of professional qualifications for permanent activity in the Republic of Latvia, if the lawyer has practised continuously for three years with the name of the profession of the State of residence, the following shall be submitted:
- an application in the official language regarding the recognition of professional qualifications as appropriate for permanent activities in the Republic of Latvia;
- a certificate/certificate issued by the competent authority of the home State regarding the registration of a lawyer in the home country (copy);
- a document on the number and content of cases carried over a period of 3 years;
- a written explanation of the effectiveness and regularity of the action;
- a copy of the passport or ID card.
For the examination of an application regarding the recognition of a professional qualification for permanent activity in the Republic of Latvia, if the lawyer has not continuously operated for at least three years with the name of the profession of the country of residence in the Republic of Latvia, the following shall be submitted:
- an application in the official language regarding access to an examination for the recognition of professional qualifications, recognition as appropriate for continuing activity in the Republic of Latvia and the issuance of a corresponding certificate;
- a certificate/certificate issued by the competent authority of the home State regarding the registration of a lawyer in the home country (copy);
- a document issued by the competent authority of the home State certifying the qualifications and rights of the lawyer in the home country;
- a statement regarding the place of practice in the Republic of Latvia, as it is determined by THE decision regarding the recognition of the conformity of professional qualifications as the place of practising the lawyer in the Republic of Latvia;
- if a foreign lawyer intends to work together in one place of practice with a sworn lawyer individually practising in the Republic of Latvia, the written consent of such lawyer shall be required; if the sworn advocate's office - the written consent of the head of such office;
- a copy of the passport or ID card.
All originals and/or copies of the referred to documents shall be submitted/presented in person to the Latvian Council of Sworn Advocates or sent by post.
The data is verified and THE LZAP takes a decision. In case of a positive decision, the lawyer is recognised as fit for permanent activity in the Republic of Latvia, shall include a lawyer in the list of EU lawyers registered in the Republic of Latvia, on the homepage of the Latvian Council of Sworn Advocates at
