egarding the procedure for conducting freight transport or movement with vehicles whose gross mass exceeds 7 tons on gravel roads within the territory of Cēsis Municipality: Application submission and agreement conclusion Individuals or legal entities (hereinafter referred to as the Applicant) shall submit to the Property Management Department of Cēsis Municipality Government (hereinafter referred to as PMD) or, according to territorial division, to the respective Administration of the Cēsis Municipality Union (hereinafter - AU), an application for the commencement of planned freight transport activities no later than one week before the commencement of the activities. PMD/AU shall review the submitted application and attached documents and, within 3 working days, invite to conclude an agreement or provide a response regarding the missing information for agreement conclusion. Commencement of activities is allowed only after signing the agreement. PMD/AU shall inform the Cēsis Municipality Police about the conclusion of the agreement. If PMD/AU finds that the activities are being carried out without coordination (the person has not applied to the municipality with an application), PMD/AU shall request the person to commence coordination of activities within two days and inform the Municipal Police about the uncoordinated activity.

Administrative acts can be contested with the Chairman of the Board of the state joint-stock company "Latvijas Valsts ceļi" within one month from the date of issuance by submitting an appeal to the state joint-stock company "Latvijas Valsts ceļi", located at 3 Gogol Street, Riga, LV-1050.
