1. Requesting a service In order to obtain a permit for permanent street vending and to become a vending organiser, a legal or natural person who has registered an economic activity or a public person must submit an application and the necessary documents to the municipality: 1) a list of participants, signed by the trade organiser, indicating: - names of the participants; registration numbers or personal identification numbers; - the groups of goods to be sold; - a declaration by a natural person that he/she is not engaged in economic activity or, in accordance with the Law on Personal Income Tax, may not register as an economic activity operator, and does not employ other persons; - a statement that the trader has electronic devices or receipts for recording taxes and other payments registered with the State Revenue Service; 2) agreement with the owner or legal possessor of the immovable property - private person - or the possessor of the immovable property owned by the State (except if the trade is planned on the seashore or in public waters); 3) information on the area, size, layout and architectural design of the area required for the sales outlet. In order to obtain a permit for the organisation of street vending for the temporary sale of goods during and at the venue of cultural, sports, religious festivals or other events, a legal or natural person who has registered an economic activity or a public person shall submit an application and the necessary documents to the municipality: 1) a list of participants, signed by the organiser of the trade, indicating: - names of the participants; registration numbers or personal identification numbers; - the groups of goods to be sold; - a declaration by a natural person that he/she is not engaged in economic activity or, in accordance with the Law on Personal Income Tax, may not register as an economic activity operator, and does not employ other persons; - a statement that the trader has electronic devices or receipts for recording taxes and other payments registered with the State Revenue Service; 2) an agreement with the organiser of the event on the organisation of the trade at the time and place of the event, unless the organiser of the event is a municipality or an institution established by it; 3) information on the area, size, layout and architectural design of the territory required for the sales outlet. The application may be submitted in person at one of the Tukums municipality customer service centres or municipality offices, by post or by sending it to the official e-mail or e-address of the municipality (documents submitted electronically must be signed with a secure electronic signature). 2. Payment for the service The amount of the fee for street trading in Tukums Municipality is set out in the Binding Regulation No.9 "On Street Trading Fee in Tukums Municipality" of 29 February 2024 of the Tukums Municipality Council. Receipt of the service Permits shall be issued according to the request option: 1) in person - at the unified customer service centres of the state and municipalities or at the parish administrations; 2) electronically - to the e-mail address or e-address provided.

The administrative offence proceedings for violation of the rules are conducted by the Tukums Municipality Police until the administrative case is heard. Administrative offence cases for violation of the Regulations shall be examined by the Administrative Acts Disputes Commission of the Tukums Municipality Council.
