Registration: 1. Registration in e-services portal registrs.ur.gov.lv • The portal provides online document signing during e-service execution. It is possible to sign documents online using a smart card e-signature (eSignatures, eIDs) or eSignatures Mobile with a secure electronic signature issued in Latvia. If the user does not have access to these tools, the documents must be signed electronically outside the portal. • Payment of the service is possible on the portal after the submission of the application according to the calculated fee of the service only through the banks offered on the portal. The service will not be available when making payments to an online bank outside the portal. • The decision of the State notary will be sent to the e-address of the legal person or natural person (if the e-address is activated for the addressee of the document) or to the e-mail specified in its portal profile (not to the e-mail specified in the application) and will be available on the portal. 2. Application for registration by e-mail or e-mail • E-mail pasts@ur.gov.lv by using an e-address or e-mail pasts@ur.gov in an e-mail address. LV, an application for registration may be submitted only if the e-service has not yet been established for the electronic submission of the particular type of application, then the application must be submitted by e-mail or e-mail. • Accept electronic documents signed with a secure electronic signature and time stamp by e-mail or e-mail. • The decision of the State notary will be sent to the e-address of the legal person or natural person (if the e-address is activated for the addressee of the document) or to the e-mail or legal address indicated in the application. 3. Commercial pledges in the e-service komerckilas.ur.gov.lv. • You can submit a commercial pledge application online through the commercial pledge e-service. • The application and the documents attached to the application must be signed outside the portal with an e-signature. • The decision of the State notary will be sent to the e-address of the legal person or natural person (if the e-address is activated for the addressee of the document) and will be available on the portal.

If the applicant considers that the decision of the State notary is unfounded, he or she has the right to contest such decision within one month from the day of coming into force of the decision of the State notary by submitting an application to the principal State notary of the Enterprise Register by post or electronically (by sending an application signed with a secure electronic signature and time stamp to the official e-mail address of the Enterprise Register - pasts@ur.gov.lv). The Chief State Notary of the Enterprise Register shall take a decision within one month from the day of submission of the submission. The decision of the chief State notary of the Enterprise Register may be appealed by submitting an application to the Administrative District Court within one month from the day of coming into force of the decision. Contesting the decision of the State notary of the Enterprise Register or appealing the decision of the principal State notary of the Enterprise Register shall not suspend the operation thereof.
